in a lot of post whit weapons they are talking about 15^50, what does that mean? just maxed or something else.

It means +15% damage while health is above 50%, generally the best damage mod in game.

it's the best, generally considered. sometimes there are better, but this one is the one, single, works almost anywhere (unless your health drops below 50%) way to add damage to your weap.
add to that the 20% customization bonus, you get a whopping 35% bonus to your attacks. not too shabby. |

As said, its the easiest in general to use, if you have a build you like playing that has you in a constant stance or something, 15 while in stance would be better.
